You get this weapon from Iron Chef Man ([link]). Megaman has a meister chopping knife attached to his buster, which he can use to slice up his enemies. This weapon is especially useful on enemies that can disappear. (In-game, those enemies that disappeares/invisible will have a faint outline when Megaman uses this weapon. At other times or using other weapons, no such outline appears...)
