Background: He's the brother of DW2N-015 Erasure Man ([link]), and after hearing his defeat, decided to take revenge on Megaman (Ok, so he's 1 series late, sue me. ). He's a very successful psychic due to his Oracle Sight.
His main weapon, Oracle Sight, allows him to see into the immediate future, therefore bring able to predict and effectively dodge any attack (As shown in the second sprite). His other weapons include firing a beam from his head gem (Oracle beam), the ability to form 7 duplicates of himself (Formation of the Eight Lotuses) after which the clones will simultaneously attack the enemy, with Oracle Man dealing the final blow (Paradise Lost).

Character: Despite being able to look into the immediate future, he isn'y cocky at all. He's actually really wise, just like a real oracle.

Weakness: The ability to look into the immediate future? If only you can blind that ability... Oh yeah, Coat Lensflare...
